Xavier Martí Martí holds a degree in Political Science and Administration from the Autonomous University of Barcelona, and entered the Diplomatic Service in 2006.
From August 2022 until his appointment as Under-Secretary of the Ministry of Foreign Affairs, European Union and Cooperation on 27 August 2024, he was Director-General for Spaniards Abroad and Consular Affairs. Between July 2021 and August 2022, he was Director-General for Ibero-America and the Caribbean; between June 2020 and July 2021, he held the position of Director of the Cabinet of the State Secretary for International Cooperation; and between September 2018 and June 2020 he headed the Technical Cabinet of the Under-Secretary of Foreign Affairs, European Union and Cooperation.
Abroad, he was posted as Deputy Consul at the Consulates General of Spain in Lima and São Paulo between 2010 and 2017. From 2017 to 2018, he was Deputy Head of the Spanish Embassy in Kenya and Deputy Permanent Representative to UN-Habitat.
He was also Deputy Assistant Director-General for Aliens Affairs and Spanish delegate to the Visa Group of the Council of the European Union from 2008 to 2010, and previously served in the Consular Emergency Division.
He is co-author, together with Ambassador Jesús Núñez Hernández, of the book “La función consular en el Derecho español” (The consular role in Spanish law).
