The implementation of DICIREG abroad, which is occurring in parallel with its rollout in Spain, is being carried out progressively in close coordination with the Ministry of the Presidency, Justice, and Parliamentary Affairs. The rollout abroad began last July in Spain's Consular Offices in Helsinki, Manchester, and Amman, and it is expected to be completed across Spain's entire consular network by mid-2025. As of today, 35 Consular Offices in Western Europe and Morocco are already operating with DICIREG.
This rollout aligns with the Consular Digitalisation Plan (CDP) of the Ministry of Foreign Affairs, European Union and Cooperation, which is currently underway and aims to deliver more and better digital services to Spaniards living abroad.
Advantages of DICIREG for overseas citizens
DICIREG is a comprehensive application that handles both the electronic processing of files and the subsequent registration of events. It is also based on an individual registry, through which each person is identified by their personal code, which certifies the events and acts of his or her civil status, organised in a chronological and systematic manner.
The implementation of DICIREG in the Consular Offices offers numerous advantages for Spanish citizens living abroad. The platform allows individuals to obtain any civil registry certificate remotely, without the need to travel to the Consular Offices, which are sometimes located far from their place of residence. In addition, organising the publication of registry information in digital format enables online access for citizens through their electronic identification. All of this promotes immediacy and legal certainty, as the certificates are transmitted in real time, and by being issued digitally with a Secure Verification Code (CSV), their authenticity is guaranteed. In short, the new model places people, their rights, and their needs at its core.
Throughout the process of implementing DICIREG, the Consular Offices have played a key role in providing information and support to Spaniards living abroad by promoting the implementation through their websites and social media channels.
DICIREG, along with the implementation of the Consular Digitalisation Plan, will contribute to a new relationship between Spanish citizens abroad and their respective Consular Offices, characterised by electronic accessibility and a more efficient and streamlined process.
