To find a sworn Spanish-Vietnamese or Vietnamese-Spanish translator in Vietnam, you should go to the District People's Committee, which has lists of translators for different foreign languages.
There are also translation services from Hanoi University (HANU) in Hanoi and Ho Chi Minh City University of Social Sciences and Humanities in Ho Chi Minh City. Their contact details are as follows:
