The meeting was attended by Yolanda Díaz, Second Vice-President of the Government and Minister for Labour and the Social Economy, Óscar Puente, Minister for Transport and Sustainable Mobility, Óscar López, Minister for Digital Transformation and the Civil Service and representatives of the Ministries of Equality, Territorial Policy and Democratic Memory, Social Rights, Consumer Affairs and the 2030 Agenda, Agriculture, Fisheries and Food, Housing and Urban Agenda, Culture, Education, Vocational Training and Sports, Youth and Children and Industry and Tourism.
Background
On 20 February 2026 at the Casa Asia building in Barcelona, the Minister for Foreign Affairs presented Spain’s Strategy for Asia-Pacific 2026–2029, which was approved by the Council of Ministers on 9 December 2025.
The Strategy sets out a road map, identifying the priorities for Spain’s foreign action in the region, centred around:
- 6 strategic objectives
- 90 lines of action
Line of action 87 is to create an Interministerial Commission for Asia-Pacific Affairs (CIMAP), as a tool for monitoring and assessing implementation of the Strategy. The inaugural meeting of the Commission took place on Thursday, 11 June.
The Interministerial Commission:aims and responsibilities
The Interministerial Commission is intended to be the main mechanism for interministerial coordination, monitoring implementation of the measures set out in the Strategy and examining any proposed changes that may be necessary. The Commission will also be responsible for ensuring that the implementing measures are cohesive.
All of the representatives of the ministries that are active in the countries of Asia-Pacific covered by the Strategy participate in the meetings of the Commission, if they express an interest in doing so, alongside a representative of the Presidency of the Government. The venue for the meetings will be the offices of the Ministry of Foreign Affairs and the Directorate-General for North America, Eastern Europe, Asia and the Pacific will act as secretariat.
The aims of the inaugural meeting
- To explain the purpose, working methods and meeting schedule of the Commission.
- To convey the importance of the Commission to ensuring that foreign policy on Asia-Pacific is cohesive, and to invite the participants to continue to share information with the Ministry of Foreign Affairs and to consult it on its policy criteria for foreign action, based on the principle of unity of action abroad.
- To inform the members of the Commission which lines of action from the Strategy have been fully implemented or are being implemented by the Ministry.
- To gather information on the initiatives, agreements, visits and spaces for dialogue that other departments have with partners from Asia-Pacific.
