Ministry of Foreign Affairs completes the deployment of electronic Civil Registry, DICIREG, throughout the consular network

In July, the Ministry of Foreign Affairs, European Union and Cooperation completed in all of Spain’s consular offices the deployment of DICIREG, the electronic platform designed for the new model of Civil Registry. In fulfilment of the plans envisaged, the new electronic Civil Registry is now at the service of the more than 3 million Spanish citizens residing abroad.

For the Minister for Foreign Affairs, European Union and Cooperation, José Manuel Albares, ‘the project of consular digitalisation is one of the great advances for Spanish citizens abroad’, and is transforming all the activity in the consulates. Indeed, he noted, ‘it will bring about a true revolution in the way services are provided to Spanish citizens residing abroad’.

DICIREG constitutes a change of paradigm. It is a shift from traditional physical books on paper to a single, fully digitalised Civil Registry for all of Spain and for the consular offices. It is a comprehensive application that electronically handles both the processing of cases in the Civil Registry and the subsequent registration of entries are carried out electronically. 

It is based on an individual record in which each person is identified with a personal code that attests to the events and acts of their civil status, all ordered in a chronological and systematic manner. 

DICIREG makes the Civil Registry a service that is modern, agile and accessible.
 

People, their rights and their needs at the core

The implementation of DICIREG in the consular offices offers numerous benefits for Spanish citizens abroad. Firstly, Civil Registry certificates issued via DICIREG may be sent to citizens telematically, avoiding the need to travel to consular offices that are sometimes far from their place of residence. This enhances both immediacy and legal certainty, as certificates are transmitted in real time and, by being issued digitally with a Secure Verification Code (SVC), their authenticity is guaranteed. 

Also, processing and registration is more agile and more straightforward, as processes and phases of registration are simplified. It also improves and facilitates relations and communication between Civil Registry offices. This helps reduce waiting times and expedites procedures.

It reduces the administrative burden for both citizens and Civil Registry offices, as procedures are carried out electronically, and registry information can be accessed telematically in some cases. 

Phased roll-out

The deployment abroad began in July 2024 in the consular offices of Helsinki, Manchester and Amman. By the end of 2024, ​35 consular offices in western Europe and Morocco were operating with DICIREG. 

Throughout the first half of 2025, DICIREG has been implemented in consular offices in a progressive manner, in accordance with the planned timeline, and the deployment in Spain’s entire consular network was complete on 30 June. The process took place in coordination with the Ministry of the Presidency, Justice and Relations with the Parliament and with its collaboration. 

On the occasion of the implementation of DICIREG, embassies and consulates have played a key role in providing information, training and support to Spanish citizens residing abroad by disseminating the implementation through their websites and social media channels. 

This deployment coincides with the Consular Digitalisation Plan of the Ministry of Foreign Affairs, European Union and Cooperation that has been implemented throughout 2025.
