Albares presents new Foreign Action Strategy for a changing geopolitical context

The Council of Ministers endorses the start of the processing of a text that defends a qualitative leap in European integration and a Spanish foreign action that is active in the defence of the values and interests of the Spanish people

The Minister for Foreign Affairs, European Union and Cooperation, José Manuel Albares, today presented the new Foreign Action Strategy 2025-2028 to the Council of Ministers. This represents Spain's foreign policy roadmap for the next four years in a geopolitical environment undergoing profound changes.

The Strategy provides the framework for addressing current and future challenges. Albares stressed that this is an ambitious and realistic Strategy that responds to the new international context, built on a firm defence of our interests and the values that define our society: the defence of democracy, respect for human rights, the defence of multilateralism and sustainable development, and a commitment to social cohesion.

The Strategy reaffirms a foreign policy with an identity of its own that this Government has been pursuing for the past seven years. The policy has three distinctive features: a greater international role that corresponds to our country's political and economic weight; placing this influence at the service of multilateralism and international cooperation; and a firm commitment to European integration.

These three areas must adapt in a changing international context. Spain's response to these challenges is articulated in the Strategy around three main pillars: (A) a more autonomous Europe; (B) a committed Spain; and (C) a Spain that builds peace and security.

The minister stated that this Strategy looks at Europe, the Mediterranean, Latin America and Africa, without failing to analyse how Spain can strengthen its alliances with actors acquiring increasing importance in the geopolitical context. 

According to Minister Albares, this Strategy aims to “defend our values in the world and establish our interests, all with the objective of guaranteeing and protecting the well-being and life projects of Spaniards”. He wanted to frame it as “a moment of unity, a moment to protect the common space of peace, security and democracy that is Europe”.

To meet the Strategy's objectives, the document details an adaptation of foreign action instruments through the redeployment of the diplomatic network, consular digitalisation, the strengthening of public diplomacy and the scientific, technological, economic and cultural spheres.

This Strategy has been developed in coordination with the other ministries and with a broad participatory process involving parliamentary groups, the private sector, civil society and dozens of international relations experts. 

Today, the Council of Ministers initiated the processing of the text and agreed to submit it to Parliament for knowledge and debate under the provisions of Article 35 of Law 2/2014. Subsequently, the Minister for Foreign Affairs, European Union and Cooperation, José Manuel Albares, will appear before the Congressional and Senate Foreign Affairs Committees to explain the main outlines and objectives of this Strategy. The Council of Ministers will then give final approval to the document.
