The Minister for Foreign Affairs, European Union and Cooperation, José Manuel Albares, presented Spain's Foreign Action Strategy 2025-2028 at the Ministry's headquarters, which, in his words, is "a key strategy for a key moment on the international stage".
Albares, who inaugurated a working session in which the main milestones of this roadmap for Spanish policy over the next four years were outlined, explained that the text defines the role that Spain seeks to play in the complex international arena, "what our interests are, what values we identify with, and how we will project ourselves in the world over the next four years".
This document, approved by the Council of Ministers on 10 June 2025, is available for the first time on the Ministry's website in Spanish, English and French, and also makes its début in the co-official languages: Catalan, Basque and Galician.
The text was drafted in close coordination with all the Ministries and with a broad participatory process that included Autonomous Communities, local entities, political parties, the private sector, civil society and dozens of experts in international relations, to whom the Minister expressed his gratitude and then remarked that "foreign policy is a State policy and this Strategy faithfully reflects this".
Albares also wanted to underline that the Strategy "not only marks the roadmap for our foreign action over the next four years. It is also a declaration of principles and intentions: a vision of what Spain is, of what it aspires to be in the world and of how it will contribute - with resolve, identity and coherence - to a fairer, more sustainable and more humane international order".
Presentation of the core themes
In his speech, the Minister explained that the Strategy defines a "foreign policy with an identity of its own that responds to three main objectives: to strengthen our capabilities in a more autonomous Europe; to ensure that Spain continues to defend its values and interests in the world; and to protect the life projects of Spanish men and women".
After his opening words, the event continued with a thematic presentation of the different areas of the Strategy by the ministerial teams responsible for its implementation. The working groups introduced the contents of "A stronger Europe", "A committed Spain", "A Spain that strengthens peace and security" and "Spain in the world", which constitute the priority lines of action for the 2025-2028 period.
