The Minister for Foreign Affairs, European Union and Cooperation, José Manuel Albares, is travelling to New York to take part in the High-Level International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution, where he will speak on Monday 28 July in favour of the recognition of the Palestinian State.
Albares, who attends at a key moment in Spain's diplomatic drive to move towards a definitive and just solution to the Middle East conflict, plans to actively participate in the Conference's working groups, in which Spain has played a leading role by chairing, together with Jordan, the group on the political implementation of the two-State solution.
This International Conference on the implementation of the two-State solution is a Spanish proposal that has already been included in the European Council Conclusions since October 2023. In November 2023, the proposal was taken up at the joint summit of the Arab League and the Organisation of Islamic Cooperation, where the Arab League Secretary-General, Ahmed Aboul Gheit, referred to it as "Spain's proposal".
The Conference will be co-chaired by France and Saudi Arabia, with the support of more than 90 countries and international organisations through the Global Alliance for the Implementation of the two-State Solution, promoted by the Madrid+ Group. By participating in this Conference, Spain will reaffirm its commitment to multilateralism, international law and the founding values of the United Nations: peace, life and human dignity.
