Albares inaugurates the ‘Spain in the World’ course in Santander on Monday

Minister Albares will participate in a dialogue with Jordan's Deputy Prime Minister and Minister of Foreign Affairs and Expatriates, Ayman Al Safadi

The second edition of the high-level seminar at the UIMP will focus on Spanish foreign policy and geopolitical change

Peacebuilding in Gaza, the future of NATO and European security, reforming multilateralism, the challenges of financing for development, the situation in the Sahel region and the geopolitical consequences of the double ecological and digital transition represent some of the main themes of the second edition of the 'Spain in the World' course, which the Minister for Foreign Affairs, European Union and Cooperation, José Manuel Albares, inaugurates this Monday, 29 July 2024. 

This latest event, organised by the Ministry of Foreign Affairs together with the Menéndez Pelayo International University (UIMP) and which will run from tomorrow until 2 August, will focus on how to adapt to a world of growing geopolitical upheaval, marked by instability and the questioning of the norms that guarantee international coexistence. 

The Deputy Prime Minister and Minister of Foreign Affairs and Expatriates of Jordan, Ayman Al Safadi, will also travel to Santander to attend the opening of the seminar. The two ministers will take the opportunity to discuss the situation of the war in Gaza and the challenges that adopting the two-State solution poses. After the dialogue in the Magdalena, the two ministers plan to hold a working lunch at the Botín Centre. 

Participants and content 

The course is directed by Federico Torres Muro, Ambassador Permanent Representative of Spain to NATO, and will be attended by the four State Secretaries for Foreign Affairs: Diego Martínez Belío, State Secretary for Foreign and Global Affairs; Fernando Sampedro, State Secretary for the European Union; Susana Sumelzo, State Secretary for Ibero-America and the Caribbean and Spanish around the World; and Eva Granados, State Secretary for International Cooperation. They will be joined by experts from the five continents, as well as representatives of various international organisations, such as Andrés Allamand, the Ibero-American Secretary-General. 

The course will address the different areas and challenges of this adaptation, from the future of the EU and NATO, with Russia's aggression against Ukraine at the forefront, to the reform of multilateralism, financing for development or the geopolitical consequences of the double ecological and digital transition. Regions such as Latin America, the Sahel, West Africa and Asia-Pacific will be discussed, as well as cross-cutting issues such as the rise of conflict and impunity, the emergence of the Plural South, technological competition and the implementation of interdependencies in the international economy.​

A ellos se les sumarán expertos procedentes de los cinco continentes, así como representantes de diversas organizaciones internacionales, como Andrés Allamand, Secretario General Iberoamericano.

A lo largo del curso se abordarán los distintos ámbitos y desafíos de esta adaptación, desde el futuro de la UE y la OTAN a la reforma del multilateralismo, la financiación al desarrollo o las consecuencias geopolíticas de la doble transición ecológica y digital. Se hablará de regiones como América Latina, el Sahel, África Occidental y Asia-Pacífico, así como de asuntos transversales como el aumento de la conflictividad e impunidad, el ascenso del Sur Plural, la competición tecnológica y la instrumentalización de las interdependencias en la economía internacional. Y, por supuesto, de la agresión rusa a Ucrania, que en 2024 ha entrado en su tercer año.​
