Héctor Gómez and Maritza Chan, Permanent Representatives of Spain and Costa Rica to the United Nations respectively, chaired today at the United Nations Trusteeship Council, the first meeting of informal consultations of the International Scientific Panel and Global Dialogue on Artificial Intelligence.
In October 2024, the President of the UN General Assembly, Philémon Yang, appointed the Permanent Representatives of Spain and Costa Rica as co-facilitators to lead the intergovernmental process to define the terms of reference and modalities of operation of the International Independent Scientific Panel and the Global Dialogue on Artificial Intelligence Governance. These terms will be submitted for consideration by the United Nations General Assembly for adoption during its 79th session. Thus, in the coming months, Spain and Costa Rica will lead these negotiations to develop international governance of AI within the framework of the United Nations.
Context
During the Summit of the Future, held on September 22-23 at the United Nations headquarters, Member States agreed on the Global Digital Compact, as part of the broader Compact for the Future, to foster an open, free, and secure digital environment.
The Global Digital Compact sets out common goals, principles, and concrete commitments and actions to guide the development of an inclusive digital future. The States will promote artificial Intelligence regulation and responsible development by creating an independent International Scientific Panel on AI. A Global Dialogue on AI Governance will accompany the panel and involve governments and other key stakeholders in meetings organized parallel to relevant UN conferences and events.
