Traveling to Spain with unprocessed vegetables or animal products

If you are planning to travel to Spain or to the European Union with plant or animal products for your consumption during your trip, you should be aware that sometimes such products can carry plague and diseases that are not present in the European Union.  Thus, these products are subjected to inspection at the border by the designated authorities. (Ministry of Agriculture, Fisheries and Food)
This paragraph refers to fresh vegetables that can have negative effects on the flora and fauna (grown or wild) in the European Union.  Therefore, the following stated requirements do not apply to processed or cooked food products; products that are cooked or processed through an industrial process or done by yourself (cooked vegetables, prepared salads, purees, juices, or any prepared dish that contains fruits, vegetables, and or plant parts).
These requirements do apply to whole plants and part of plants: leaves, flowers, flower buds, stems, bulbs, roots, seeds, cuttings, etc. (always free of substrate or soil).

Please take into consideration that when you are traveling from a third country with plants or fresh vegetables to the European Union, requirements are different depending on your point of entry.
Peninsula and the Balearic Islands
Products are classified as the following:
  1. Prohibited:Those cited in Annex VI of R(UE) 2019/2072^
  2. Require a mandatory health certificate: The remainder of vegetable products
  3. Does not require a health certificate: coconut, dates, durian, bananas and pineapple.
 Upon arrival you must declare the following:
  • Live plants (for planting): Plants must always be free of any soil and substrate (bare root).
  • Vegetables and vegetable products (for consumption, not for growing): If the product weighs less than 2 kg, you are not required to declare it.
  • Potatoes and other tubers: Must always be declared regardless of weight.
 
The Canary Islands
In the Canary Islands, the health requirements in regard to plant health and for personal consumption can be found in the “Orden del Ministerio de Agricultura, Pesca y Alimentación del 12 de marzo de 1987”.  In accordance with the order:
  • Forbidden products are located in Annex III of the “Orden del Ministerio de Agricultura, Pesca y Alimentación del 12 de marzo”.
  •  
  •     Annex V of the “Orden del Ministerio de Agricultura, Pesca y Alimentación del 12 de       marzo”. 
 
Ceuta and Melilla
It is not necessary to declare fruit and vegetables if they are for you own consumption as long as they are not considered for commercial use.  In the event that you want to transport these products to the Peninsula, the Balearic Islands, or the Canary Islands, then, the previously mentioned requirements for each place are applied.
